Government of Bihar has received a loan from the World Bank for rehabilitation and reconstruction of Kosi Bairn area under "Bihar Kow Flood Recovery Project "(BKFRPJ. Bihar Aapda Punarwas Ivam Punarnirman Society (BAPEPS) is Protect Management Unit (PMU) of the wid Project. The Project will be implemented in Saharsa, Madneaura and Supaul Dlstncts extendable to other districts as and when decided. The project seeks committed people at Various Level to play a leading role to guide and support field teams in achieving project goals The positions offered are:

State Housing Coordinator (ODHR) *
( UR -01 Position)
This is a key position in BAPEPS and will be reporting to the Project Director, BAPEPS.
Selected candidate will play a key role in supporting and managing the project in a qualitative and timely manner to achieve the overall project objective. Specific roles and responsibilities, but not limited to, shall be as under:
  • Ensure that the project is implemented following the agreed guidelines and documentation requirements.
  • Monitor and report progress on periodic basis
  • Identify and help to resolve specific issues that arise during implementation.
  • Develop and set up reporting mechanism, assist in developing MIS system for efficient project monitoring.
  • Lead the District/Block level housing Support teams for effective project progress.
  • Take adequate quality control steps during the project implementation.
  • Develop and operationalize a monitoring and evaluation framework and periodically report on agreed indicators.
  • Make extensive travel to the field locations and help in implementation and provide consolidated periodic reports.
  • Plan and organize appropriate training and capacity building events for the stake holders.
  • Identify issues, highlight and troubleshoot project related issues in consultation with the PD and District Administration.
  • Coordinate and supplement with District Administration, Total Sanitation campaign counterparts and other stake holders like Third Party Quality Auditors etc.
  • Coordinate with other components such as toilet construction, solar lights etc.
  • Bring innovations in continuously evolving project by evaluating and assessing the dynamic situations in all aspects of the project management.
  • Any other work assigned by the PD, BAPEPS relating to the project context.
We are looking for a person with Graduation in Engineering/ Architecture or Post Graduate Degree or Post graduate Diploma in Development Studies/ Social Sciences/ Business Administration/ Rural Management / Social work with at least 10 years of post qualification work experience in management of social/housing projects.

As a part of project you will be placed in DM office of each district. You will be responsible for
  • Coordinate and management of information as well as update data related with. Provide information to DM as regular progress. They issues funding and recommendable. Coordination with the Block level administrates KSK team members and beneficiaries. Coordinate with Banks for smooth release of bank instalments. Enable the DM to monitor the progress of instalment release in the district and organise review meetings of various field. Regular visit the villages /ward and working sites for primary review of progress.   • Kosi Setu Kendra Coordinator (KSKC) will be the team leader of Kosi Setu Kendra and will be overall responsible for the performance of KSK team. He / She will work with full coordination of District Magistrate Support Units (DMSUs) of their respective Districts and seek help/guidance from DMSU whenever required.
  • Information Collection and dissemination: He / She will collect information (with the help of Social workers and other ground staffs) regarding upcoming problems in implementation of the programme, and will forward it to their respective Kosi Block Technical officer(KBTO).
  • Supporting KBTO with coordination of all the stakeholders of the BKFRP, viz. Social Workers (SWs), Dabiya Karigars (DKs) and Raj Mistries (RMs) etc.
  • Coordination with KBTO and Banks for phase wise disbursement of money under the programme.
  • Facilitating different problems viz. land problems, old age persons, handicapped etc. Facilitation in reach of materials to ward level with BDOs, DMSU staff, PRI etc.
  • He / She will not restrict himself / herself to the monitoring and holistic understanding of the area .

  • Onsite super revision of House construction.

  • Reporting of the Construction work.
  • Quality check of the Housing materials.
  • Providing Technical Training to Gram Panchayat Social Workers, GP engineers and masons.
  • Liasioning with all the stake holders (BDOs, Project Manager (DMSU) and KSK Coordinator).

  • Preparing Weekly, Fortnightly, Monthly and Quarterly Progress reports as and when required from BDOs, Project manager (DMSU) and KSK Coordinator.
  • Coordinator and reporting to KSK Coordinator for all Administration and work related issues.

* BAPEPS has published an advertisement for the recruitment of State Housing Coordinator (ODHR) on 28th November 2012; Due to some unavoidable circumstances the said advertisement hereby is quashed.
  • Candidates are advised to carefully see the eligibility criteria (of education, duration of Post Qualification work experience and the areas of relevant work experience) that have been prescribed for each position. Short listing would be done strictly on these criteria.
