JOB IN RAJASTHAN GRAMEEN AAJEEVIKA VIKAS PARISHAD (RGAVP)

 Recognizing the need for continued action for promoting livelihoods in the State, Government of Rajasthan through the Rajasthan Grameen Aajeevika Vikas Parishad (RGAVP), proposes to implement a follow on project to the District Poverty Initiative Project (DPIP) implemented during 2000-2007.

The proposed project, referred to as the Rajasthan Rural Livelihood Project supported by the World Bank, is being implemented in eighteen districts of Rajasthan, namely Baran, Bhilwara, Bundi, Banswara, Bikaner, Chittorgarh, Churu, Dausa, Dholpur, Dungarpur, Jhalawar, Karoli, Kota, Pratapgarh, Sawai Madhopur, Rajsamand, Tonk & Udaipur over a five year period. (Postings in selected districts is the sole discretion of RGAVP and it depends as per availability of vacancies) 

The objective of the Rajasthan Rural Livelihood Project (RRLP) is to enhance the economic opportunities, access to basic amenities, and participation in community decision making for the poor, with a focus on women and marginalized groups in 18 targeted districts of Rajasthan.

For implementation of the Mission an independent society has been set up named “Rajasthan Grameen Aajeevika Vikas Parishad” (www.rgavp.org) which would provide overall direction to the project. The society has a three-tier structure under governing council & empowered committee. The society is headed by a full time CEO. The program management units would be set up at three levels, namely, State, District and block. The state project management unit will have the responsibility for management and implementation of mission strategies. The district project management unit would be coordinating, managing, supervising & supporting project implementation. At block level, project facilitation teams (PFTs) are the primary implementation units within the overall project structure.

RGAVP intends to have a dedicated and sensitive support structure & hire quality human resource at all levels. RGAVP has engaged SRIJAN Infratech and Development Services (P) Limited (SIDS, in short) as an agency to provide job basis services.

All positions filled through open market recruitment are offered on a contract basis for three years, contracts to be renewed every year based on performance review.  The persons would be employed by and in SIDS who will provide their services to RGAVP.  Such human resource will report to appropriate leadership in RGAVP organizational structure.

The openings at District and the PFT Levels are given below. There are 24 vacancies at the district level and 106 at the PFT level. The posting to a specific district is not guaranteed and it is sole discretion of RGAVP even though it may try and meet the expectation of a candidate.

This service shall include survey of livelihood opportunities within and outside of project area, develop skills and capacity to capitalise those market opportunities, supervise process monitoring, identification of innovative activities, and develop strategy for partnership development in this regard; Ensure that the environmental screening/assessment of the business plan proposed by producer organizations is conducted; Ensure all the legal requirements and environmental guidelines have been followed; Coordinate with PFT on the training requirement and technical support. Develop the roadmap of the MF aspects and its effective implementation at the DPMU and below level
Supervise and monitor the reach of project on MF aspects of the project
Coordinate with other staff of the project and other institutions for ensuring the implementation of the identified issues of MF by identify the needs i.e. capacity building, monitoring, MIS etc. within the project framework at the DPMU and below level.

The responsibilities of this service include: monitoring the project to gather data from various units and its dissemination and transmit learning during monitoring of various PFTs and community institutions. Develop monitoring formats; finalize yardsticks for assessment of Self Help Groups’ Livelihoods Plan; arrange training programmes for MIS and other coordinators of district/PFT units and prepare computerized database; coordinate baseline survey, mid-term assessment, and coordinate with various institutions in finalizing indicators for project evaluation; Use instruments like LFA to prepare project work plan on ground level and finally ensure that minimum data enables maximum information for monitoring.
