The Bihar Rural Livelihoods Project (BRLP) is an ambitious project of the Government of Bihar for the alleviation of poverty in the State. The objective of the project is to provide right & equal opportunities for livelihoods for rural community especially poor. Bihar Rural Livelihoods Promotion Society under overall Framework of National Rural Livelihoods Mission to scale up the JEEViKA model of poverty alleviation through-out the all 534 blocks of 38 district of Bihar in a phased manner.Over a period of 10years, SRLM mandate is to mobilize 1.25 crores rural HHs into 10 Lakhs SHGs, 65000 VOs and 1600 CLFs. BRLPS through the Bihar Rural Livelihoods Project (BRLP) aims to improve rural livelihood options and works towards social and economic empowerment of the rural poor and women. Development professionals working with BRLPS intervene with the community through the following four themes or programmes: institution and capacity building, social development, microfinance and livelihoods.
BRLP is a marquee programme in development and has already earned recognition from various governments, governmental/nongovernmental and other stakeholders for its path breaking initiatives. It provides a professional and challenging work environment to its associates. This is a good opportunity for experienced development

State Project Manager -  HRD
(1 Position:  UR-1)
Post Graduate Degree or PG Diploma in HRD/Management/ Social work/Rural Development from a premier institute, with at least 7 years of relevant work experience, out of which 3 years relevant experience should be of senior manager level.
S/he should possess skills and experiences related to nurturing people in large development organizations/rural development projects and motivate them to pursue organisational objectives. S/he should have worked at senior position in HR Team or as HR head in large organisations such as state/national level development projects/societies/institutions having manpower more than 5000. S/he should have the experience of leading large number of HR personnel located at different units having expertise of HRM & HRD interventions. S/he should have good communication skill (both oral and writing).Proficiency in working with MS office is a must.
As a part of State Project Management Unit,
  • S/he will be heading HR team and responsible for developing/designing/ strengthening HR functions, systems, processes, strategies and prepare annual HR action plan & budget in the project and successfully implementing interventions accordingly.
  • S/he will be identifying learning requirement of the State Team and District Team and developing annual Training programme and get it conducted.
  • S/he will be leading the process of recruitment and selection of project staff, HR policies, Grievance Redressal process, disciplinary control system, Process of performance evaluation, performance management systems and all other related issues.

2Project Manager - Jobs
(1 Position:  UR-1)
PG degree/diploma in Rural Management/Rural Development/ Social Work/Business Administration from recognized institute/university with minimum of 4 years of post-qualification relevant experience.
S/he should have worked in large set up of service industries/ FMCG services/ IT sector/ construction industries/Livelihoods Programmes with development project/reputed companies with specific HRD/organizational development issues out of which 2 years of experience in market linked skill development and placement is must. Experience of establishing network and business relationship with clients in corporate, government and development sector is must. S/he should have experience managing multidisciplinary team having faith in consultative and democratic team functioning. The exposure to industries association, corporate market and HR function would be desirable. S/he should have good communication skill (both oral and writing) in English and Hindi. Proficiency in working with MS office is a must.
  • S/he will be responsible for developing annual business plan and successfully achieving target of jobs domain per year with targeted HH in the project.
  • S/he will be responsible for successfully establishing business relationship with project partners and managing operation with them for job creation.
  • S/he will be responsible for establishing convergence with Government sponsored job programme.
  • S/he will be responsible for Managing and handling partnership with training and placement agencies/academy in the project and make them run with customized 3-5 programme/year.
  • S/he will also conceptualize the design of Job MIS and successful rolling out of it Supervise, mentor and guide Manager, Jobs at the district and Block level.
  • S/he will be responsible for responsible for rolling out of JRP strategy.
  • S/he will also have to undertake extensive field visit to ensure the quality project/program interventions.

Project Manager- Off Farm
(1 Position:  UR-1)
PG degree/diploma in Agriculture & Allied/Rural Management/Business Management/Administration/Agri-Business/Management/Rural Development from recognized institute/university with minimum 4 years of post-qualification relevant experience.
S/he should have worked in large number of livelihood activities in a livelihoods Programme/Project specially in operation, management procurement, marketing, trading in various off farm produce such as agriculture commodity/Dairy/goat rearing/Poultry/beekeeping/ warehouse receipt for improving livelihood in the rural areas in a community driven development model through CBOs such as producers company/Producers Cooperative/Producers group/Watershed users group/SHG Federation/SHG. S/he should have good communication skill (both oral and writing). Proficiency in working with MS office is a must.
  • S/he will be responsible for developing value chain for undertaking of Off farm interventions and to facilitate the District/block team for further improvement of the interventions/ quality of the commodities / products, marketing as well as selling of aggregation of produce / commodities produced from Off farm sectors / sub-sectors in the surrounding area or in the Mandi or to the big trader through the BPIU teams.
  • S/he will also have to undertake extensive field visit to improve livelihoods.

  • All Positions are offered on a contract basis for a period of three years. Renewal of contract would be subject to performance.
