10 हजार से अधिक हैं संविदा पर डाटा इंट्री ऑपरेटर कार्यरत
सचिवालय से लेकर मुफस्सिल तक कार्यालयों में डाटा इंट्री ऑपरेटर व आइटी मैनेजर के पदों पर स्थायी नियुक्ति होगी. फिलहाल इन कार्यालयों में 10 हजार से अधिक कर्मी आउटसोर्सिंग कंपनियों के माध्यम से काम कर रहे हैं. सरकार ने इन पदों को स्थायी कर नियुक्ति के लिए विज्ञान एवं प्रावैधिकी विभाग के प्रधान सचिव की अध्यक्षता में तीन सदस्यीय कमेटी का गठन किया है. कमेटी में उनके अलावा वित्त व सामान्य प्रशासन विभाग के प्रधान सचिव को सदस्य बनाया गया है.
तीन सदस्यीय कमेटी को जिम्मेवारी दी गयी है कि किन-किन कार्यालयों में डाटा इंट्री ऑपरेटर और आइटी मैनेजर की जरूरत है, उसका आकलन कर सरकार को रिपोर्ट दे. कमेटी यह भी सुझाव देगा कि डाटा इंट्री ऑपरेटर के लिए क्या वेतनमान और आइटी मैेनेजर के लिए क्या वेतनमान होगा. आइटी मैनेजर के लिए क्या शैक्षणिक योग्यता होगी और डाटा इंट्री ऑपरेटर के लिए क्या शैक्षणिक योग्यता होगी. वर्तमान में बेल्ट्रान विभित्र विभागों व कार्यालयों के लिए डाटा इंट्री ऑपरेटर व आइटी मैनेजर को आउटसोर्स कर उपलब्ध कराती है.
अब सरकार इनकी समस्याओं के समाधान के लिए डाटा इंट्री ऑपरेटर और आइटी मैनेजर के पद को स्थायी किया जायेगा. स्थायी नियुक्ति के लिए विज्ञान एवं प्रावैधिकी विभाग सेवा संवर्ग नियमावली तैयार करेगा. वर्तमान में जहां जो कर्मी कार्यरत हैं उन्हें स्थायी नियुक्ति में वेटेज दिया जायेगा. कमेटी के अधिकारियों के अनुसार डाटा इंट्री के पद को निम्न वर्गीय लिपिक के समान पद की मान्यता दी जायेगी. दो साल का होगा कांट्रेक्ट, 60 से 65 वर्ष के बीच को प्राथमिकता
सूबे में हाइ स्कूलों में सेवानवृत्त शिक्षक फिर से पढ.ाते हुए नजर आयेंगे. कैबिनेट की मंजूरी के बाद शिक्षा विभाग में इस पर मंथन शुरू हो गया है और जिलों से रिक्तियां ली जा रही है. राज्य भर में एक हजार सेवानवृत्त शिक्षकों की कांट्रेक्ट के आधार पर नियुक्ति की जायेगी.
यह कांट्रेक्ट दो साल का होगा. सेवानवृत्त शिक्षकों जिनकी उम्र साठ से 65 वर्ष के बीच है, उन्हीं की नियुक्ति होगी.
अगर कोई शिक्षक 64 साल की उम्र में ज्वाइन करते हैं तो उनके लिए महज एक साल का कांट्रेक्ट होगा. सेवानवृत्त शिक्षकों को वेतन के रूप में कितनी राशि देना है इस पर लगभग निर्णय हो चुका है. ऐसे शिक्षकों को पेंशन की राशि तो मिल रही है, ये मिलेगी ही. साथ ही सेवानवृत्ति के समय जो वेतन मिल रहा था, उसमें से पेंशन की राशि घटा कर वेतन दिया जायेगा.

Its really a good news for Bihari contractual employee who work in Government sector but they always feel insecure about their Job. If this will be happen in real world then it will be beneficial for more than 1 Lac contractual employee.

State government has lifted the ban on appointment employees on contract basis in boards, corporations and other departments. Now, the boards and corporations could appoint employees on contract basis by relaxing the age and other criterion.
Briefing media after the cabinet meeting on Tuesday, principal secretary, cabinet secretariat department, Brajesh Mehrotra said the government also gave its nod to the amendment to the Bihar Khas Mahal Policy, 2011, by which any social, religious, cultural and educational organization working for the last 40 years on the Khas Mahal land would not be charged stamp duty on the renewal of their lease if the land on which they are operating is not more than 5 acres.
He said the resident commissioner of Bihar Bhavan and Bihar Niwas in Delhi has been empowered to appoint a selection committee for appointment of Group 'D' staff for both the establishments since their number had drastically reduced in recent times.
The cabinet has also cleared the revised estimate of over Rs 16.87 crore for construction of 100-bed sadar hospital in Supaul which ultimately would be converted to 250-bed hospital. The principal secretary further said the cabinet also approved the amendment to the Bihar Crime Affected Welfare Trust Rule, 2013, by which a part of the remuneration given to prisoners for some work would be deducted to be given, later, to his family members for rehabilitation.
In order to provide potable water to 67 villages affected by arsenic in the underground water in Patori, Mohiuddin Nagar and Mohanpur block of Samastipur district, the cabinet sanctioned Rs 137.80 crore for laying pipeline for water supply. The cabinet also sanctioned Rs 191.78 crore for similar project in Matihani and Barauni of Begusarai district.
