Applications from dedicated professionals desirous of working in Rural Areas of Haryana to achieve the objectives of National Rural Livelihoods Mission (NRLM) are invited for following posts at State, District & Block levels:-

STATE LEVEL – State Mission Management Unit (SMMU) Name of Post Qualifications and Experience No. of Posts Job Profile (indicative) Project Director S/he should have Post Graduate Degree in Management or Economics or Social Work or Sociology or Rural Management or Rural Development having at least 7 years experience in rural development programme, preferably in poverty reduction or livelihoods promotion and have exposure of working in multidisciplinary team. Work experience with Government or other development programme would be desirable. Age limit : 25 Years – 50 Years Relaxation in upper age limit will be considered in case of very deserving candidates who have served the State/Central Govt. 1 As part of SMMU, S/he will work under the guidance of CEO and responsible for providing support in managing program, external affairs within state, convergence with Govt. line departments and other related matter within the Program. S/he would also provide support in regular administrative matters for DMMU & BMMU. State Programme Manager - Social Mobilisation S/he should have Post Graduate Degree in Management or Economics/ Agriculture or Social Work or Sociology or Rural Management or PG Diploma in Rural Development or in relevant domain from an Institute of repute with minimum 7 years of experience of working in relevant field.  S/he should have worked in large development project preferably for poverty reduction or livelihoods promotion and have exposure of working in multidisciplinary team. Work experience with Government  or other development  programme would be desirable. Age limit : 25 Years – 50 Years Relaxation in upper age limit will be considered in case of very deserving candidates who have served the State/Central Govt. 1 State Programme Manager (Social Mobilization) ::As part of SMMU, S/he will be responsible for developing business plan for the Institution Building & Capacity Building team at state level, his/her main responsibility would be to build community institutions in the Project. S/he would guide efforts to strengthen institutions especially federations, producer federations/companies and make them sustainable institutions. S/he would also nurture and roll out appropriate policy for State team, District Team and Block team etc. State Programme Manager (Livelihoods) S/he should have Post Graduate Degree in Management or Economics/ Agriculture or Social Work or Sociology or Rural Management or PG Diploma in Rural Development or in relevant domain from an Institute of repute with minimum 7 years of experience of working in relevant field.  S/he should have worked in large development project preferably for poverty reduction or livelihoods promotion and have exposure of working in multidisciplinary team. Work experience with Government  or other development  programme would be desirable. Age limit : 25 Years – 50 Years Relaxation in upper age limit will be considered in case of very deserving candidates who have served the State/Central Govt. 1 State Programme Manager (Livelihoods)::As part of the SMMU, S/he will be working with thematic team of Livelihoods. S/he would be responsible for extending support to district as well as block team for executing livelihoods intervention in the project. S/he would  also responsible for coordinating with different project partners, developing implementation strategies for livelihoods activities, staff capacity building, supervising field operations and troubleshooting as and where required at district and field level. State Programme Manager (Social Development) S/he should have Post Graduate Degree in Management or Economics/ Agriculture or Social Work or Sociology or Rural Management or PG Diploma in Rural Development or in relevant domain from an Institute of repute with minimum 7 years of experience of working in relevant field.  S/he should have worked in large development project preferably for poverty reduction or livelihoods promotion and have exposure of working in multidisciplinary team. Work experience with Government  or other development  programme would be desirable. Age limit : 25 Years – 50 Years Relaxation in upper age limit will be considered in case of very deserving candidates who have served the State/Central Govt. 1 State Programme Manager (Social Development) :: S/he will be responsible for designing strategies for gender sensitization. State Programme Manager (Monitoring & Evaluation S/he should have Post Graduate Degree in Management or Economics/ Agriculture or Social Work or Sociology or Rural Management or PG Diploma in Rural Development or in relevant domain from an Institute of repute with minimum 7 years of experience of working in relevant field.  S/he should have worked in large development project preferably for poverty reduction or livelihoods promotion and have exposure of working in multidisciplinary team. Work experience with Government  or other development  programme would be desirable. Age limit : 25 Years – 50 Years Relaxation in upper age limit will be considered in case of very deserving candidates who have served the State/Central Govt. 1 State Programme Manager (Monitoring & Evaluation) ::As a part of SPMU, S/he will be working under guidance of CEO/Project Director and responsible for development of monitoring tool, developing format for collection of information from the grass root level institutions, report to the CEO on regular interval about the progress of the project in qualitative as well as quantitative terms, preparation of the project development matrix with clear achievable indicators. State Programme Manager- Procurement S/he should have Post Graduate Degree in Management or Economics/ Agriculture or Social Work or Sociology or Rural Management or PG Diploma in Rural Development or in relevant domain from an Institute of repute with minimum 7 years of experience of working in relevant field.  S/he should have worked in large development project preferably for poverty reduction or livelihoods promotion and have exposure of working in multidisciplinary team. Work experience with Government  or other development  programme would be desirable. Age limit : 25 Years – 50 Years Relaxation in upper age limit will be considered in case of very deserving candidates who have served the State/Central Govt. 1 State Programme Manager- Procurement:As a part of SPMU, s/he will be working under the guidance of CEO/Project Director and responsible for developing Annual Procurement Plan for procurement of Goods, Works & Services, design of tender documents including Expressions of Interest (EoIs), Request for Proposals (RFPs) etc. She will also assist in contract negotiations and appointment of agencies keeping in mind principles of economy and value for money.  She should have a sound understanding of relevant procurement policies of the government and World Bank.

DISTRICT LEVEL – District Mission Management Unit (DMMU) Name of Post Qualifications and Experience No. of Posts Job Profile (indicative) District Programme Manager. (For districts mentioned at Annexure-1) S/he should have Post Graduate Degree in Management or Economics or Agriculture or Social Work or Public Administration or Sociology or Rural Management or PG Diploma in Rural Development from an Institute of repute with minimum 5 years experience in the relevant field. Preference will be given to the candidate who has worked in large development project preferably for poverty reduction or livelihoods promotion or with reputed NGO in rural development programme and have exposure of working in multidisciplinary team. Work experience with Government or other development program would be desirable. Age limit : 21 Years – 40 Years with a relaxation of five years in the upper age limit for candidates from scheduled caste communities 17 Gen             - 05 SC               - 03 BC(A)         - 02 BC(B)         - 01 SBC            - 02 EBP            - 02 ESM(Gen)  - 02 As part of DMMU, S/he would lead the Project at the district level, managing up to 100 staff. S/he would be responsible for planning, execution and monitoring of all project activities and motivate both district as well as block teams, and collaborate with other stakeholders to achieve project goals. S/he would also manage partnerships at district level including liaise with district administration and ensure rolling out of all organisational policies and systems across the district.  District Functional Manager (Training and Capacity Building) (For district Kaithal) S/he should have Post Graduate Degree in Management or Economics or Agriculture or Social Work or Public Administration or Sociology or Rural Management or PG Diploma in Rural Development or Social work from an Institute of repute with minimum 2 years experience in the relevant field. Preference will be given to the candidate who has worked in large development project preferably for poverty reduction or livelihoods promotion or in relevant field and have exposure of working in multidisciplinary team. Work experience with Government or other development program would be desirable. Age limit : 21 Years – 40 Years with a relaxation of five years in the upper age limit for candidates from scheduled caste communities 1 Unreserved As a part of DMMU, S/he will be responsible for maintain  HR Policies, Grievance Redressal process for the project Staff and identifying learning requirement of the district Team and developing annual Training programme for District Team. District Functional Manager (Monitoring & Evaluation) (For District Bhiwani, Jhajjar, Kaithal and Mewat) S/he should have Post Graduate Degree in Management or Economics or Agriculture or Social Work or Public Administration or Sociology or Rural Management or PG Diploma in Rural Development or Social work from an Institute of repute with minimum 2 years experience in the relevant field. Preference will be given to the candidate who has worked in large development project preferably for poverty reduction or livelihoods promotion or in relevant field and have exposure of working in multidisciplinary team. Work experience with Government or other development program would be desirable. Age limit : 21 Years – 40 Years with a relaxation of five years in the upper age limit for candidates from scheduled caste communities 4 Gen          - 03 EBP         - 01 As part of DMMU, S/he will be responsible for monitoring and evaluation of NRLM activities in the district. S/he will be working closely with the DPM and strive for improving project implementation guidelines. S/he will also look after the MIS. District Functional Manager (Microfinance) (For district Mewat) S/he should have Post Graduate Degree in Management or Economics or Agriculture or Social Work or Public Administration or Sociology or Rural Management or PG Diploma in Rural Development or Social work from an Institute of repute with minimum 2 years experience in the relevant field. Preference will be given to the candidate who has worked in large development project preferably for poverty reduction or livelihoods promotion or in relevant field and have exposure of working in multidisciplinary team. Work experience with Government or other development program would be desirable. Age limit : 21 Years – 40 Years with a relaxation of five years in the upper age limit for candidates from scheduled caste communities OR Retired Bank Officer from Nationalized Banks of the rank of LDM /AGM or above. 1 Unreserved As part of DMMU, S/he would be working closely with the DPM and strive for improving project implementation guideline across the project period. S/he would have three fold responsibility including Micro-finance specialist functions, project management at district level and leading single or multiple livelihood intervention of the project. Partnership management with service providers both public and private, coordinating relationship with project stakeholders as well as external resource agencies. Coordinating project based studies, evaluation and research assignment Timely reporting, review and supervision of task.

BLOCK LEVEL – Block Mission Management Unit (BMMU) Name of Post Qualifications and Experience No. of Posts Job Profile (indicative) Block Program Manager (For blocks mentioned at Annexure-2) S/he should have Post Graduate Degree in Management/Economics/Agriculture/Public Administration/ Social Work/ Sociology/Rural Management or PG Diploma in Rural Development/ Social Work from an Institute of repute with minimum 1 year experience in the relevant field.  Preference will be given to the candidate who has worked in poverty reduction programme or livelihoods or with reputed NGO in the field of Rural Development.  Preference will be given to the candidate who is desirous of working in the rural area for poverty alleviation programme. Age limit : 21 Years – 40 Years with a relaxation of five years in the upper age limit for candidates from scheduled caste communities 38 Gen        - 08 SC          - 07 BC(A)    - 06 BC(B)    - 04 SBC       - 03 EBP       - 04 ESM       - 06 As part of BMMU, S/he would lead the Block level team of the Project, managing almost 30 staff.  S/he would plan and execute all project activities at block level. A key role would be to liaise with Govt. line departments, banking institutions, civil society organizations and other external agency for project purposes. S/he would also nurture block level federations. S/he would be the overall in‐charge of finance and administrative functions of the block unit. Cluster Coordinator (2-3 for blocks mentioned at Annexure-2) Should be a Post Graduate or MSW or PG Diploma in Rural Development. Preference will be given to the candidate having experience in Rural Development or any Govt. /Semi Govt. Mass Campaign program or with reputed NGO. Preference will be given to the candidate who is desirous of working in the rural area for poverty alleviation programme. Note: Since the Programme mainly pertains to Social Mobilization of women therefore, for deserving women candidates, the educational qualification will be Graduate. Age limit : 21 Years – 40 Years with a relaxation of five years in the upper age limit for candidates from scheduled caste communities 83 Gen        - 15 SC          - 16 BC(A)    - 13 BC(B)    - 09 SBC        - 08 EBP        - 09 ESM       - 13 Based at Cluster level, S/he will work under the guidance of Block program Manager. S/he would be heading cluster of 0-35 villages and work for VO formation and strengthening Training to VO members Monitoring CIF flow from project to VO and to SHG members Facilitating bank linkages process Conflict management at SHG and VO level. Rating of SHG and conducting their audit. Total 150

Candidates qualifying on the basis of eligibility criteria will only be called for the written test.

Selection Process will consist of written test, group discussion, personal interview, and village immersion (7 days for cluster coordinators, 3 days for Block Programme Managers and District Project/ Functional Managers), conducted in stages, each stage screening the candidates for the next stage. Written test would have questions that will assess the candidates' general knowledge, rural development (poverty alleviation) sector knowledge, reasoning ability, and subject matter understanding relevant to the post. The proportions of these and degree of difficulty will vary with the posts (block, district, and state). Written test will be in Hindi for the cluster coordinator posts, and in English for the rest.
All those candidates who meet the prescribed eligibility criteria for the applied position would be called to attend the written test. For those who are shortlisted after the written test for the next round of selection process (Group Discussion, Personal Interview, Village Immersion, etc as the case may be), all their credentials  (education qualification, proof of work experience, age proof, proof of category, proof of domicile if applicable etc.) would be verified with the originals before they appear for the next round of selection process.
