Adolescent Health is a focused component under NRHM, mainly to address the needs of adolescents and youths in rural areas. Adolescent Health component was neglected in the state of Bihar since the initiation of NRHM in the state. As a result, the State health Society, Bihar has actively initiated implementation of Adolescent Health component under NRHM, for its proper functioning, State Health Society, Bihar invites applications from suitable career oriented professionals for the following post:

  • Consultant – School Health Programme - (1)Unreserved - Salary 43,000/- Per Month

General Conditions:

1. Maximum age limit 45 years (As on 30/06/2012).
2. Specific work experience in relevant field may be indicated in application.
3. The recruitment will be on contract basis for a period of 1 year which may be renewed every year based on performance & conduct of the consultant.
4. Application fee is Rs.500/- for applicants under General category, fee for OBC and SC/ST candidates would be Rs. 300/- and 250/- respectively.
5. No application will be accepted without submission of application fee.
6. Original Bank Draft (Application Fee) drawn on any nationalized bank and payable at Patna favoring “State Health Society, Bihar” should be sent along with application form/separately to Executive Director, State Health Society, Bihar, Parivar Kalyan Bhawan, Sheikhpura, Patna 800014.
7. Only short listed candidates will be called for interview.
8. No TA/DA will be given for attending the interview for any position.

10. Terms of Reference (ToR) For Consultant - School Health Programme

Background: Adolescent Health is a focused component under NRHM, mainly to address the needs of adolescents and youths in rural areas. Adolescent Health component was neglected in the state of Bihar since the initiation of NRHM in the state. As a result, the State health Society, Bihar has actively initiated implementation of Adolescent Health component under NRHM from year 2011 -12 with development partners.
GoI organized a Adolescent Health review meeting on 21st December 2011 at Delhi with involvement of various Development partners to review the progress at state level on Adolescent Health component. During the review GoI suggested to bring various components like School Health, Menstrual Hygiene, ARSH, IFA supplementation & biannual deworming for adolescents implemented under NRHM with target group as adolescents under the umbrella of Adolescent Health and suggested the states to have one nodal person for all the components by forming Adolescent Health Cell at the State level to support planning and implementation of Adolescent Health program under NRHM. It was also suggested during the meeting that Adolescent cell to have three consultants. Two consultants are to be provided by development partner UNFPA for three other components of Adolescent Health program whereas state will recruit one consultant for school health program.
State Level Consultant for School Health Program: The consultant would be hired for providing technical support for planning , implementation and monitoring of the School Health program ( Nayi Piddhi Swasthya Guarantee Yojna) approved under NRHM PIP for year 2012 -13. The revised version of school health program is being implemented by the state from year 2011 -12 by covering all children and adolescents through health camps for providing basic health check ups and referral if needed. The state will continue to implement the program with convergence with other govt. departments like education, ICDS & WDC.

  • Reporting officer: State Nodal officer for Adolescent Program.
  • Duration of Contract : 1 year , which may be renewed every year based on performance & conduct of the consultant.
  • Age (As on 30.06.2012) – 45 Years.
  • Salary : Rs. 43,000/- (Rupees Forty three thousand only) per month consolidated.
Qualification/Experience:
  • Qualification: Post Graduation in Health Management/ Post Graduation in Rural Management / Master in Social Work.
  • Experience: Work experience in Health sector for about 3 -5 years preferably with NRHM.

Job roles and responsibilities:

 To provide technical support to State Health Society in planning School Health interventions under NRHM for year 2012 -13.
 The consultant will prepare detail microplan for implementation of approved interventions under the PIP for all 38 districts.
 Provide technical support to district and regions in preparing the micro plan for organizing health camps for providing basic health check ups for all children and adolescents in the state.
 Prepare plan for establishing convergence and coordination mechanism at state, district and block level.
 Ensure convergence meetings as per agreed frequency at state level and share program along with points of improvement with other involved departments on regular basis.
 Prepare training calendar for various level trainings to be organized at state and district level for implementation of Health education program in collaboration with education department for school going children.
 Implement trainings as per the training calendar with support from Education and SIHFW.
 Monitor the trainings at state and district level for quality of trainings and provide necessary feedback to the concerned officer for improvement in the quality of trainings.
 Provide technical support to district in organizing health camps and convergence mechanism.
 Provide technical support and monitor health education sessions at schools through district health society and district education officer.
 Provide support in preparing standard IEC material for School Health Program.
 Provide support to districts in undertaking community mobilisation activities at the field level to ensure community members are aware of health camp in their area.
 Regularly monitor implementation of School Health activities at the district and block level by undertaking field visits to the districts.
 Conduct regular review meetings with district nodal officers from various departments at state level to review the progress of activities.
 Ensure submission of monthly progress report from all the districts in approved format and submit monthly report to GoI in timely manner.
