Government of Bihar (GoB) is committed to provide timely and effective Health Care Services to the people of Bihar. A majority of the poor people of Bihar usually depend on Public/Government Health Care Delivery Systems to address their preventative and curative health needs. Optimal availability of good quality drugs procured at competitive prices, quality provision of health related services and proper construction and maintenance of health facilities are of paramount importance for better Health Care Delivery. In such a scenario, the financing and supply of drugs, services, etc. for government health services has become one of the key concerns for GoB.

To meet the above mentioned objectives GoB has set up the Bihar Medical Services & Infrastructure Corporation (BMSICL) under the aegis of the Department of Health and Family Welfare (DoHFW)

Bihar Medical Services & Infrastructure Corporation Limited (BMSICL) has been incorporated on 26th July 2010 under section 617 of Indian Company Act 1956 as per the Sankalp cum Memo no. 466(12) Dated 19.05.2010 of Health Department, Government of Bihar.

Bihar Medical Services & Infrastructure Corporation (BMSICL) has been established by the Govt of Bihar with an objective to expedite creation of and streamlining of existing infrastructure and services in the healthcare sector. The Corporation is the sole procurement and distribution agency of drugs and equipment for all establishments under the Department of Health, Govt. of Bihar. The Corporation is also responsible for undertaking construction of healthcare facilities and related infrastructure/buildings in the State. The corporation is also working in areas of healthcare services management, public private partnership for healthcare service delivery and related areas.

Ensure the reach of Quality & Affordable healthcare services in a transparent and equitable manner to each and every person of the state of Bihar. According to the World Health Organisation's constitution, "the highest attainable standard of health is a fundamental right of every human being".

Access to quality healthcare has to be non – discriminatory for which it is necessary that technology and economies of scale are successfully leveraged to make medical care accessible and affordable to the masses of the state. This thought is enshrined in the DNA of BMSICL and is the basis of its mission & existence.

The Roadmap of BMSICL starts with this mission and encapsulates the very purpose for which BMSICL has been formed and serves as the standard against which we weigh our actions and decisions.

Aushadhara Online

Aushadhara online has been developed for procurement of drugs, surgical & sutures at the Corporation level thereby streamlining the procurement process for Essential & Local supplies. It is a web based application which deals with the management of stock of various drugs, sutures and surgical items. Through this application one can ascertain the needs of various hospitals of the state such that all the required materials/ drugs are constantly available to be supplied without delay. This includes classification/categorization of items, codification of items, etc.

Currently the Aushadhara online system is being used for the centralised procurement, management of stock and distribution of drugs till the level of the medical college & hospitals of the state and the three Warehouses of BMSICL situated at Purnea, Muzaffarpur & Fatuha.

The Aushadhara online system has many unique features like it generates instant alerts as soon as the minimum stock level of any drug gets breached. Reports of drugs which are to expire in the next 90 and 180 days can be generated from the system which enables the right action to be taken at the right time.
