STRUCTURE UNDER BEPC ON SHORT TERM CONTRACT / SHORT TERM
DEPUTATION BASIS
Bihar Education Project Council (BEPC) is an autonomous body of Education Department, Govt. of Bihar registered under the Societies Registration Act, 1860 and is responsible for the implementation of Sarva Shiksha Abhiyan (SSA) which is a National Programme for universalisation of elementary education including Kasturba Gandhi Balika Vidyalay (KGBV) and National Programme for Girls at Elementary Level (NPEGEL).
BEPC requires Personnel to be recruited on Short Term Contract or Short Term Deputation basis for the posts of State Management Structure created under BEPC.
Persons having all requisite qualification and/or experience and fulfilling all eligibility conditions are invited to appear for recruitment test and interview at the place, date and time specified in the following table with Applications in prescribed format. The application Format, details of minimum qualification, experience, other eligibility condition and job profile for each post/position may be seen at the website www.bepcssa.org and may also be perused on all working days between 9:30 a. m. to 6:00 p.m. at the office of Bihar Education Project Council, Shiksha Bhawan, Rastrabhasha Parishad Campus, Saidpur, Patna - 800004. Applicants will have to register online with BEPC along with required information specifying the name of the post for which they are willing to appear.
Retired persons with required qualification and/or experience are also encouraged to apply.
BEPC believes in gender sensitive working environment hence eligible women candidates are also encouraged to apply.
The details of  vacant positions are given below:
  1. Assistant Computer Programmer (For District) - 17510/- for District
  2. Assistant Resource Person (For District) - 17510/- for District
  3. Junior Engineer (For District) - 16250/- for District
  4. Accountant (For District) - 16250/- for District


The lower age limit will be 21 years. The upper age limit for all the positions has been specified above. For deputanist upper age limit will be 56 years and for retired persons the upper age limit will be 65 years without any further relaxation for other reservation categories.
In BEPC reservation rules are followed. While selecting the candidates, reservation rules of Govt. of Bihar will be applicable. Wherever reservation exists for EBC, BC, BC (Female), SC, ST and disability etc., the same is meant for the persons having their domicile in the State of Bihar for which they will have to furnish a copy of relevant caste certificates and domicile certificate issued by Competent Authority at the tune of interview/counseling. It is to clarify that the seats reserved for the persons having requisite disability are calculated horizontally in the respective caste category.
Candidates of all categories are required to ensure that they meet the essential minimum qualification and required experience acquired after essential minimum qualification and all eligibility conditions in all respects before applying. In case a candidate is found ineligible at any stage, even after appointment, his/her candidature/appointment will be cancelled.
All the appointments, on Short Term Contract/Short Term Deputation basis, are generally made for a short term period i.e. for three year initially (or till project ends, whichever is earlier).
It is also to clarify that all the appointments made are temporary and no permanent posts are created in BEPC so that no permanent liability should accrue on the BEPC society or Govt. of Bihar or Govt. of India due to filling up of these posts. Therefore in future no claim of either absorption in society, Govt. of Bihar or Govt. of India will be entertained or considered tenable.
Candidates who desire to be appointed on deputation basis, will have to submit no objection certificate issued by his/her employer stating that no disciplinary proceedings are pending against him/her and his/her integrity is not doubtful, before the actual appointment.
Before appointment, selected candidates will have to submit certificates regarding sound health, character with the facts that no criminal case is pending against him/her and he/she has never been convicted and self declaration of marital status and dowry.
BEPC reserves the right to cancel this recruitment process at any stage as well as may cancel the recruitment of particular post/all posts, fully or partially.

PROCESS OF SELECTION
For the selection/short listing of candidates, BEPC may adopt any screening process
such as group exercises, computer proficiency tests other individual written/oral test etc relating to job requirement of the post and fix minimum qualifying marks/criteria for particular or all posts. Candidate having higher age will be placed above in merit in case the marks obtained are equal. BEPC may involve any third party agency/agencies for this selection/screening process. Panel thus prepared of successful candidates will be valid for the next one year from the date of publication of result.
No travel cost will be paid to candidates for interview.
CUT OFF DATE
The cut off date for the purpose of acquiring educational qualifications, experience, age etc. will be 01.01.2012
PAY AND ALLOWANCES
Persons appointed on short terms contract basis will get consolidated salary fixed for the post and no other allowance will be payable to them besides actual travelling allowance against the travel done on official purposes. Those appointed on Short Term Deputation basis will be given pay protection and be paid on the basis of their LPC & pay position and foreign service terms and conditions issued by their
parent department. In addition, other allowances, admissible under Service rules, will also be payable. However no deputation allowance will be allowed for such posts filled through deputation. Retired persons will be paid monthly emoluments fixed for the contractual employees or fixing their monthly emoluments after deduction of pension amount as per the prevalent norms of Govt, whichever is less therefore after appointment they will have to submit their PPO/relevant records,
APPLICATION FEE
Every applicant is required to submit a non-refundable application fee of Rs.500/- (Rupees Five Hundred only) in the form of Bank Challan in favour of “State Bank of India, Indian Overseas Bank, Punjab National Bank and Canara Bank” payable at Patna with the application. Candidates belonging to Scheduled Caste/Scheduled Tribe/Disabled category as well as belonging to BPL families are exempted from the payment of application fee. However they will have to submit attested copies of caste certificates/BPL card, otherwise their applications will not be considered and hence liable to be rejected. Application fees received in the form of Cash/IPO etc. will not be entertained.
HOW TO APPLY
Eligible candidates who possess the requisite qualifications and/experience may apply online in the prescribed application format on the website of BEPC i.e. www.bepcssa.org
On successful completion of the online application form, every candidate will receive a SMS on their mobile phone with their registration number. Thereafter, candidates can enter the registration number and print their admit card on the same day. Candidate should also download the filled application form for future reference & record. Based on requisite qualifications and/experience, name of shortlisted candidates, date, time & venue for the written exam, computer proficiency test & personal interview would be available on the website of BEPC i.e. www.bepcssa.org Information for checking the website will be given in leading daily newspapers by BEPC. On the day of written exam, candidates should come with their print-out of filled application form, admit card, photo id proof and original copies of all relevant educational and experience certificates.
LAST DATE FOR REGISTRATION
All applicants will have to register online within the prescribed dates specifying the name of the post for which they are willing to appear, qualification, experience etc and their name by 21st May 2012. After online registration candidates must obtain a print-out of the filled up application form and the admit card. Candidates must bring these two documents to the examination center failing which they would not be permitted to site in the exam. Only registered persons will be entitled for entry in the examination center. Registration through other than online will not be entertained.

e - ADMIT CARD for CIVIL SERVICES (PRELIMINARY) EXAMINATION - 2012
Union Public Service Commission will be conducting the Civil Services (Preliminary) Examination 2012 on 20/05/2012 (Sunday) all over India.  The Commission has uploaded the e-Admission Certificate for the convenience of the admitted candidates (or the reasons/ grounds for rejection of application in respect of rejected applications) on its website (http://www.upsc.gov.in.).     The candidates are advised to download their e-Admission Certificate and take a printout thereof. The admitted candidates will have to produce the printout of their e-Admission Certificate at the allotted venue for appearing in the examination.  In case the photograph is not visible or available on the e-Admission Certificate, candidates are advised to carry two (2) identical photographs (one photograph for each session) along with proof of Identity such as Identity Card or Voter Identity Card or Passport or Driving License and the printout of e-Admission Certificate at the venue of the Examination.   No paper Admission Certificate will be issued for this examination.

  The candidates are advised to take a printout of the e-Admission Certificate (or the reasons/ grounds for rejection of application in respect of rejected applications) well in advance (by 16th of May, 2012) to avoid the last minute rush.  In the past, cases have been noticed where some candidates have faced difficulty in accessing the server at the last minutes on account of server overload.

 In case of any discrepancy, the same may be communicated to the Commission immediately by email (email ID uscsp-upsc@nic.in) latest by 30th April, 2012 to enable the Commission to take a decision in the matter.

1. Master's degree in social work/Public Health/Rural Development/Post Graduate Diploma in Public Health Management from a reputed institute.
2. At least 3 years experience in management of community health programmes OR
3 years experience in management of community mobilization/related field with a minimum of 2 years experience in health sector.
3. Familiarity with/having worked in community health worker programmes, or on empowerment of health volunteer or health projects involving Government & NGO co-operation.
4. Sensitivity to and knowledge and experience of working on issues related to prevention and promotion of health care services.
5. Experience of having worked as trainer and as organizer of training programmes is essential.
6. Publication on community participation in health programmes or in coordination of government – NGO supported community health projects.
7. Computer proficiency with high level of familiarity with data base management programme and commonly used packages like MS Word, Excel, Power point etc.
8. Excellent communication and presentation skills, analytical and interpersonal abilities, excellent oral and written communication skill in English and Hindi.

Role & responsibilities:
1. Develop Strategic plan & budget at State and District level besides strategic plan, action plan and training calendar.
2. Support development of appropriate training modules HMIS for successful implementation of Community Process.
3. Ensure functional coordination with ARC, NGO Cell, DPMU and other Health officials in the state.
4. Co-ordinate with Mentoring Groups and convey the meeting of Mentoring Group to develop policy and other appropriate support mechanism towards better functioning / performance of ASHA program and other community processes.
5. Facilitate documentation of best practices, case studies relating to community processes besides developing IEC/BCC materials.
6. Analysis and provide feedback on training conducted on the community processes by District and NGOs.
7. Undertake periodic visits to districts and selected NGOs to do the supportive supervision of activity implementation.
8. Provide support to NRHM for effective functioning of community process through advocacy & networking.
9. Undertake review, assessment & piloting innovative initiative as per the requirement.

10. Undertake any such assignments, which may be assigned by the Team Leader, ASHA Resource Centre.

Reporting: Will report to Team leader, ASHA Resource Centre, who will be responsible for Monitoring and Evaluation of his /her performance.
Age Limit:  40 years.(As on 30.04.12)

Salary: Rs.35,000/- Per Month Consolidated.

5. Prepare the frame of documentation of training program and developing process report of the program.

3. Divisional ASHA Co-ordinators
Eligibility and Qualification:
1. Master's degree in social work/Public Health/Rural Development/Post Graduate Diploma in Public Health Management from a reputed institute.
2. At least 2 years experience in management of community health programmes
OR
2 years experience in community mobilization/related field activities with a minimum of 1 year experience in health sector.
3. Familiarity with/having worked in community health worker programmes, or on empowerment of health volunteer or health projects involving Government & NGO co-operation.
4. Sensitivity to and knowledge and experience of working on issues related to prevention and promotion of health care services.
5. Experience of having worked as trainer and as organizer of training programmes is essential.
6. Computer proficiency with high level of familiarity with data base management programmes and commonly used packages like MS Word, Excel, Power point etc.
7. Excellent communication and presentation skills, analytical and interpersonal abilities, excellent oral and written communication skill in English and Hindi.
8. Desirable – Experience of working for health rights or in a health rights framework or in addressing issues of Women's Health Projects.

Role & responsibilities:
1. Develop support system for a region wise district ASHA Program and other community processes budget and work plan.
2. Disseminate the GOs at division wise and insure to available at district level official.
3. Ensure periodic training of district level officials.
4. Ensure smooth working relationship with DPMU and CMHO to district level and to strengthen implementation of community processes.
5. Facilitate documentation of best practices, case studies relating to community processes besides developing IEC/BCC materials.
6. Analysis and provide feedback on training conducted on the community processes by District and NGOs.
7. Undertake periodic visits to districts and selected NGOs to do the supportive supervision of activity implementation.
8. Provide support to NRHM for effective functioning of community processes through advocacy & networking
9. Building intervention for review and supportive supervision of community processes.
10. Linkage with MNGO at Division level.
11. Undertake any such assignments, which may be assigned by the State ASHA Programme, ASHA Resource Centre.


Reporting: Will report to ASHA Programme Manager, ASHA Resource Centre, who will be responsible for Monitoring and Evaluation of his /her performance.
