Name of Post – Monitoring & Evaluation Consultant.

Purpose of Assignment :- To Provide assistance in regular and effective Monitoring & Evaluation of Water & Sanitation Programmes.

Duty Station: State headquarter, Patna with travel to district/ outside state as needed.

Supervisor: Director, WSSO.

Major task to be accomplished :-

(i) Assisting BSWSM in improving monitoring, evaluation and statistical reporting IMIS regarding Drinking Water and Sanitation Programmes.

(ii) Visiting district for review and technical guidance and providing reports.

(iii) Analyzing key activities being carried out by the state/district based on secondary data including IMIS. State documents, state level surveys,. Annual reports and reports submitted to PHED headquarter.

(iv) Support any State/District level surveys.

(v) Provide orientation to district/Block level officials on monitoring & evaluation and tools/ modules as required.

(vi) Develop suitable monitoring formats in consultant with official of PHED.

(vii) Liaison with other department (special with education, health, Panchayat Raj etc,) for integrating/Sharing data for effective monitoring.

(viii) Liaison with district officers for timely online and routine reporting.

(ix) Participate in State/CE level/SE level review meeting and shared the programme implementation for strengthening programme implementation.

(x)  Any other task entrusted by the supervisor.

Deliverable :-  (i) Development of M&E plan for water & sanitation  programme in the state in consultation with different PHED officer at headquarter & district.

(ii) No of State/District/ Block level officer trained for monitoring aspects.

(iii) Online monitoring of water & sanitation programme components.

(iv) District wise quarterly analytical report on bottlenecks and delays in Programme implementation of TSC & NRDWP

(v) Develop plan of strengthing of computerization and plan for computer training including development of training materials/ monitoring format.

(vi) Analytical report based on secondary data with clear indication off tracks aspects.

(vii) Monthly analytical report of physical & financial progress report for schemes implemented under NRDWP.TSC and other programmes undertaken by the department.

7.   Estimated Duration :-  Initially for one year and to be extended for another 3 Years or up to the project period whichever is earlier.

8.   Honorarium & other entitlements. RS. 32000/- PM, with scope of increase in salary RS 2000 per year in case of satisfactory performance (with maximum of RS. 40000, including mobility allowance).

9.   Qualification:- Post graduation in Statistics/Math/MCA .

 Preference :-Software applications/preference in data management other than MCA.

10. Experience:- 5 Years experience in Monitoring & Evaluation work.

Preference :- Experience of working in water and Sanitation in Data base management. MIS.

12. Age : Maximum 50 Years.
